Job Summary

The Field Cost Engineer supporting major subcontracts will perform cost estimating, analysis, control and reporting activities including budget and forecast development, cost control analysis, and procurement cost reporting.

Major Responsibilities

• Interface with other project team members and provide cost support.
• Perform or support cost control in accordance with Bechtel and client contractual requirements and procedures.
• Prepare cost studies using historical data, statistical analysis, and cost and quantity comparisons.
• Innovate new techniques as required to meet specific needs.
• Prepare cost trend estimates to support project cost trend programs.
• Monitor and assist with cost recording, monitoring, and reporting practices for compliance with applicable standards.
• Obtain vendor information to update the cost data file.
• Establish format and content of summaries and reconciliations, including segregation of cost by level of confidence and identification of risk areas.
• Participate in vendor discussions.
• Develop and ensure accuracy of procurement cost-related reports.
• Verify consistency with previous reports to ensure compatibility.
• Assist with issuing procurement reports required by Bechtel management and project procedures.
• Assist with investigating requirements for estimating and/or cost control data.
• Provide cost analysis support for procurement and recommend development or modification of cost engineering data standards.
• Provide monthly procurement accruals in accordance with client contractual requirements and procedures.

Education and Experience Requirements

• Bachelor’s degree (or international equivalent) and 8-10 years of relevant experience, or 12-14 years of relevant work experience.
• Must complete and pass a pre-employment drug screen and background check, including verification of employment, education, and travel.
• Must pass nuclear security screening requirements and obtain and maintain unescorted access to a nuclear power facility.

Required Knowledge and Skills

• Skilled in oral and written communication.
• Advanced proficiency in PC operating systems and Microsoft Office applications such as Excel, Word, and PowerPoint.
• Advanced understanding of Project Controls technical skills.
• Knowledge of engineering, procurement, and material reporting.
• Independent preparation and review of products with professional judgment and knowledge of engineering design and construction practices.
• Ability to identify and analyze issues and recommend corrective actions.
• Ability to work with people of varied backgrounds and objectives.
• Flexibility to respond to urgent project requests and changing priorities.

Preferred Knowledge and Skills

• Prior experience with nuclear power plant development, permitting, engineering, and procurement.
• Proficiency in Power BI.
• Experience with cost processor software (e.g., EcoSys).
• Experience with change management such as baseline change proposals and trending.
