Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.
This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come.
This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.
Job Summary:
The Industrial Hygiene Supervisor manages the implementation of the project's industrial hygiene and occupational health program on site. The EHS Operations Manager owns the program and sets its direction; this role makes it happen in the field - executing the exposure assessment and monitoring schedule, supervising the industrial hygiene team, applying the agreed control strategies, and assisting the manager with the technical judgement, data and recommendations on which program decisions are based. It suits an experienced industrial hygienist who wants to be in the working areas rather than in a policy role, and who will bring the manager an evidenced recommendation rather than an open question.
Major Responsibilities:
Exposure Assessment and Monitoring
- Implements and maintains the project Industrial Hygiene (IH) program, ensuring exposure assessments remain aligned with project activities and workforce changes.
- Plans and conducts personal and area monitoring for key occupational hazards, including welding fumes, silica, noise, vibration, hazardous substances, diesel emissions, and confined space atmospheres.
- Interprets monitoring results against regulatory and corporate standards, escalates exceedances, and communicates findings to management and affected personnel.
- Manages the sampling process, including equipment calibration, laboratory coordination, chain of custody, and data quality assurance.
- Maintains occupational exposure records, including exposure histories and legally required health hazard registers.
Control and Field Application
- Applies the hierarchy of controls and recommends practical measures to eliminate or reduce workplace health risks, prioritizing engineering controls where feasible.
- Manages the respiratory protection program, including equipment selection, fit testing, training, maintenance, and compliance verification.
- Leads the hearing conservation program, including noise assessments, control measures, hearing protection selection, and coordination of audiometric testing.
- Reviews risk assessments, method statements, and material submittals to identify health hazards and define appropriate controls, monitoring requirements, and competencies.
- Administers the hazardous substances program, including chemical approvals, inventory management, SDS administration, labeling, storage, and regulatory compliance.
- Oversees heat and cold stress prevention measures, including work-rest schedules, hydration, acclimatization, and environmental monitoring.
- Provides industrial hygiene support for high-risk activities, including confined space entry, hot work, atmospheric testing, ventilation assessment, and gas detection programs.
- Monitors site welfare, sanitation, potable water, food safety, and accommodation arrangements, identifying and escalating deficiencies.
Team Leadership and Support to the EHS Operations Manager
- Supervises and develops Industrial Hygiene personnel, coordinating monitoring activities, providing coaching, and verifying competency.
- Coordinates with occupational health providers to manage health surveillance programs and ensure compliance with exposure-related medical requirements.
- Supports the EHS Operations Manager with exposure data, trend analysis, technical recommendations, and development of Industrial Hygiene program requirements.
- Deputizes for the EHS Operations Manager on Industrial Hygiene and Occupational Health matters when required.
- Verifies subcontractor Industrial Hygiene programs, monitoring activities, and control measures comply with project and regulatory requirements.
- Investigates suspected occupational illnesses and overexposure events, identifying causes and driving corrective actions.
- Delivers Industrial Hygiene training and communicates exposure risks and monitoring results to the workforce.
- Supports engagement with clients, regulators, health authorities, and corporate reviewers, and reports program performance, compliance status, and exposure trends.
Education and Experience Requirements:
- Requires a Bachelor's degree (or international equivalent) in industrial hygiene, occupational health, chemistry, environmental health, engineering or a closely related science discipline, and a minimum of 10 years of industrial hygiene experience, including substantial time on construction or heavy industrial projects and prior supervisory responsibility for an industrial hygiene program or team.
- Professional certification is strongly preferred - Certified Industrial Hygienist (CIH), Chartered or Faculty membership of BOHS, or an equivalent nationally recognised industrial hygiene certification. Experience on a nuclear, power or comparable highly regulated project is an advantage.
Required Knowledge and Skills:
- Expert command of exposure assessment methodology - similar exposure group definition, sampling strategy design, statistical interpretation of exposure data, and the judgement to know when a small dataset is telling you something and when it is not.
- Hands-on competence with the full instrument set: personal sampling pumps and media, direct-reading instruments, photoionisation and multi-gas detectors, sound level meters and dosimeters, vibration meters, and real-time dust monitors, including their calibration and limitations.
- Detailed knowledge of construction health hazards and their controls, particularly welding fume, respirable crystalline silica, noise, vibration, solvents and coatings - the exposures that dominate a project of this type.
- Working knowledge of Polish occupational exposure limits, health surveillance obligations and carcinogen and chemical agent regulations, and of the European Union directives behind them, or the demonstrated ability to build a compliant program in an unfamiliar national regime with local specialist support.
- Practical understanding of ventilation and engineering control design, sufficient to specify a local exhaust solution and to judge whether an installed one is actually working.
- Ability to explain exposure and health risk plainly - to a worker who wants to know if their result is safe, to a superintendent who wants to know if the job can proceed, and to a regulator who wants to see the data.
- Discretion in handling health and exposure information, and a clear understanding of the boundary between occupational health data the project may hold and confidential medical information it may not.
- Working knowledge of ISO 45001 and of how exposure and health surveillance records support a certified management system.
- Strong written and spoken English; Polish language ability is an advantage for workforce, occupational health provider and regulator engagement.
- Eager to mentor others and pursue their development, with experience building national industrial hygiene capability in a host country.
- Proficient in MS Office and in industrial hygiene data management systems; capable of presenting exposure data clearly to technical and non-technical audiences.
