Job Summary:

We are seeking a Senior Estimator based in Poland to join the estimating team supporting the development and execution of the first large-scale nuclear power plant project in Poland. This role will play a critical part in ensuring project estimates accurately reflect Polish construction market conditions, labor practices, local regulations, and EU norms, while integrating seamlessly with an international EPC estimating team.

The Senior Estimator will work closely with engineering, construction, supply chain, project controls, and the rest of the functional team to support various classes of estimates throughout project development and execution.

The position can be based in either the Warsaw or Gdansk project office.

Major Responsibilities:

The following duties are performed in support of Estimate Execution, the process of developing and evaluating project service and capital cost estimates based on an approved scope to support key project and management decisions:

  • Develop and support cost estimates, including Rough Order of Magnitude (ROM), budgetary, and definitive estimates, for nuclear infrastructure and facility projects in Poland.
  • Provide local market intelligence related to labor productivity, workforce availability, wage structures, premiums, shift arrangements, and collective bargaining agreements.
  • Validate unit rates, indirect costs, and escalation assumptions using Polish and European construction benchmarks and market data.
  • Support the reconciliation of quantities, labor hours, and cost assumptions against engineering deliverables, project plans, and execution strategies.
  • Serve as a subject matter resource on Polish construction practices, industry norms, and regulatory requirements that influence project cost and execution.
  • Advise project teams on local subcontracting approaches, labor sourcing strategies, and constructability considerations.
  • Support compliance reviews and alignment with applicable Polish codes, permitting requirements, and European Union standards affecting project scope, schedule, and cost.
  • Coordinate with estimating teams in Poland and the United States to ensure consistency, accuracy, and transparency in estimating methodologies and assumptions.
  • Participate in estimate reviews, risk assessments, estimate validation activities, and management presentations.
  • Contribute to the development and continuous improvement of Poland-specific estimating databases, productivity norms, cost benchmarks, and historical cost records.
  • Analyze estimating, market, and project performance data to identify trends, risks, and opportunities for improving estimate quality and forecasting accuracy.
  • Support the preparation of estimating reports, basis of estimate documentation, and presentation materials for project stakeholders and management review.

Education and Experience Requirements:

  • Bachelor’s degree plus a minimum of ten (10) years of professional experience or, in lieu of a degree, a high school degree or equivalent plus fourteen (14) or more years of professional experience.
  • Must be able to pass nuclear security screening requirements and be able to obtain and maintain unescorted access to a nuclear power facility.

Required Knowledge and Skills:

  • Demonstrated working knowledge of estimating principles, methodologies, and core estimating processes, with the ability to perform assignments with minimal supervision.
  • Experience supporting proposal development, competitive bid evaluations, and price-to-win estimating strategies.
  • Solid understanding of estimate classifications, estimate development methodologies, and estimate components across various project stages.
  • Experience developing and reviewing detailed estimates and interpreting engineering design packages and construction scope documentation.
  • Strong knowledge of Polish construction regulations, permitting requirements, and applicable European Union codes and standards that influence project execution and cost.
  • Thorough understanding of Polish labor markets, subcontracting practices, workforce availability, and key construction cost drivers.
  • Experience working effectively within multidisciplinary, matrixed, and international project environments.
  • Advanced analytical and data management skills, including strong proficiency in Microsoft Excel and experience with reporting and data visualization tools such as Power BI or similar applications.
  • Fluency in Polish and working proficiency in English, with the ability to communicate effectively in both languages.
  • Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint.
