Summary:
Yorktown Systems Group is seeking a qualified Communications SME to support NATO’s Joint Force Training Center (JFTC) located in Bydgoszcz, Poland conducting training and exercises for the NATO Command Structure (NCS) and NATO Force Structure (NFS) to ensure operational ability and interoperability in a variety of environments.

The Training and Exercise Division (TED) delivers combined and joint training and exercises. Mainly static and distributed, as well as single and multi-echelon, for tactical and operational level headquarters, staff and forces in the full spectrum of NATO operations. JFTC may assume the responsibility of the Officer Directing Exercise (ODE) for various exercises, i.e. NOBLE JOLT (NOJO), LOYAL LEDA (LOLE), LOYAL DOLOS (LODO). NOJO is a logistics and sustainment centric Computer Assisted Exercise/Command Post Exercise (CAX/CPX) that will train JLSGNP. LOLE and LODO are land domain tactical level Computer Assisted Exercises/Command Post Exercises (CAX/CPX) that will train relevant headquarters from the NFS in the Warfighting Corps role. Additionally, JFTC may support the NATO GEORGIA (NAGE) exercise/s.

Specific duties may include, but are not limited to:

MEL/MIL Incident Development Workshop:
The SME will provide specialized guidance on civil and operational communications to support the development of the Civil Environment (CE) and Incident Development phase of the exercise. The SME will ensure that scenarios accurately reflect communications dynamics from friendly, neutral, and adversary perspectives, including the use of media, public messaging, misinformation, and information operations. The SME shall advise on the integration of communications considerations into incidents to highlight potential operational dilemmas, decision-making pressures, and Civil-Military interactions, ensuring that messaging impacts, credibility, and coordination challenges are realistic and meaningful. The SME will coordinate with other SMEs to ensure that communications effects are considered across all functional areas, including human security, stabilization, humanitarian assistance, and political-military interactions. Additionally, the SME shall capture lessons learned, provide recommendations to improve the realism and effectiveness of communications-related incidents, and support the development of MEL/MIL elements that reflect the complexities of messaging and perception management in a multi-domain environment. Deliverables include expert input to incident design, recommendations for integrating friendly, neutral, and adversary communications into the CE, and a post-exercise summary highlighting key findings, lessons learned, and actionable guidance for future exercises.

MEL/MIL Scripting Workshop:
The Communications SME shall collaborate with the EMs and SMEs to develop and refine the major events, incidents, and injects for the exercise. The SME’s role is to ensure that MEL/MIL design incorporates realistic communication considerations within the Civil Environment, including information flows, public messaging, media interactions, and cyber or electronic communications. SME shall provide guidance on scenarios from friendly, neutral, and adversarial perspectives, ensuring incidents reflect real-world challenges in communicating effectively with civilian populations, host nation authorities, and military actors. Additionally, the SME shall advise on the implications of operational decisions for information management, perception shaping, and coordination among civil, military, and interagency actors, ensuring that incidents trigger meaningful dilemmas and support exercise training objectives. Deliverables include expert input to MEL/MIL drafts, recommendations for integrating communications considerations across scenarios, and a post-workshop summary highlighting key findings, lessons learned, and actionable guidance for future exercises.

Job Requirements

Required Qualifications:

  • Minimum 3 years of relevant field experience (IOs, NGOs, government agencies, think tanks, peacekeeping, industry or humanitarian missions).
  • Possess strong analytical abilities, and communication (written and oral) at a professional level.
  • Understanding and or experience with NATO structure, roles and responsibilities.
  • Experience with working with or in nations that a represented in the training or exercise if there is a regional theme present.
  • Have a minimum of three years of professional experience in strategic communications, public affairs, information operations, or media engagement within a military, governmental, or international organizational context.
  • Having a strong understanding of NATO communications policies, including strategic communications principles, public affairs guidelines, information environment assessment methods, and the relationship between communications, operational outcomes, and public perception.
  • Have demonstrated ability to replicate international, national, and local media behavior, as well as the communication methods of governmental authorities, NGOs, adversarial actors, neutral actors and the civilian population within a simulated environment.
  • A native English language speaker or an individual presenting excellent command of spoken and written English, with a proven ability to communicate effectively orally and in writing at the level of (SLP) NATO STANAG 6001 - 3333 (Listening, Speaking, Reading and Writing)

*This position is not a full-time employment work position; this is an intermittent part-time / on-call contracted work position designed to support specific named NATO training exercises. Employment is only during the execution of these training events, with the work effort estimated to be a few weeks out of the year.

Clearance: Must possess an active NATO or U.S. SECRET or higher security clearance.

Travel: CONUS and OCONUS travel will be required.
