A NATO organisation is running a short, sharp piece of work with an unusual shape: before it can go to market for a replacement, it needs its current cyber operations management platform — built on Atlassian Jira and Confluence Data Center — reproduced as a working mock-up, described as requirements a third party could build from, and demonstrated live to industry. Four months, fully remote, at your own facilities.

What you would be doing

  • Building the mock-up. A simulated environment reproducing what the live platform does today across its two networks — the Jira and Confluence relationship, every plugin on the production instance, all the Jira processes that support the operational missions, and the supporting processes alongside them.
  • Reproducing the harder machinery, not just the screens: the mechanism that lets low-side workflows be tracked from the high side with its hand-over and take-over, the wiki pages that publish dynamically off Jira issue changes, and the dynamic page templates behind the scaffolding and reporting.
  • Loading enough mock data that every process can be run at least ten times over without ever reusing the same record.
  • Capturing the requirements. Turning the mock-up into functional and non-functional requirements in a NATO AQAP-conforming format — readable and unambiguous to a company with no prior knowledge of the organisation — grouped logically, with the data that would have to migrate to any new capability identified, drafted in Confluence and delivered as a Word document.
  • Every requirement unique, testable, verifiable, unambiguous, traceable and necessary.
  • Making the video. A recorded walkthrough introducing the platform and stepping through each requirement, with the timecode of each one noted in the requirements document. 1920x1080 minimum, H.264/AVC, audio at 44 kHz or better, narrated by a native English speaker or someone at STANAG 6001 speaking level 4, and hosted by you for the contract plus two months.
  • Running the live demo. Presenting the mock-up online at an industry engagement day, covering the same ground as the video but taking questions — and guaranteeing the environment is up and working on the day.

What they are looking for

  • Five years or more of Atlassian Jira Data Center administration , and five years or more of Confluence Data Center administration.
  • A strong understanding of how Jira and Confluence actually work underneath, including at database level.
  • Java, Groovy and ScriptRunner , and excellent scripting for automation and customisation (Bash, Python).
  • Deploying solutions on Microsoft Azure .
  • Real experience of dynamic content management and Jira-to-Confluence integration.
  • Managing metadata across Confluence, Office and PDF documents and SharePoint.
  • Linux server management, RedHat for preference.
  • Prior work on this platform itself is a considerable advantage.

Practical detail

  • Fully remote — the work is executed entirely at the contractor's own facilities.
  • Four months from contract award, with an estimated start of 1 September 2026.
  • Four deliverables: the mock-up environment 60 days from award, the requirements document, the video, and the live industry demonstration.
  • You must hold a valid clearance and be a citizen of a NATO member country.

If you know Atlassian Data Center deeply enough to rebuild someone else's instance from the outside and then explain it to strangers, this is a genuinely interesting four months.
